Capital Ward Construction and Budget Updates – December 2024 

Bank Street South 

  • Over the winter, four lanes will be open between the river and the transitway overpass. 
    • This work is being done incrementally as work is completed 
  • Sidewalks will be open on both sides 
    • East-side is mostly concrete, west side is temporary asphalt 
  • Southbound, the left turn into the shopping centre will be re-instated 
  • This is expected to begin as of December 20. 
  • From the transitway to Randall Avenue, Bank will be down to two lanes, as construction around Sawmill Creek culvert, including retaining wall work just south of Kilborn. 
    • This will require a generator running overnight. 
    • Staff will put in sound-dampening measures and will seek to locate them as far from residents as possible to reduce the disruption. 
  • There is also storm sewer installation south of Lamira  
  • This work will continue over winter. 
  • Pedestrian access will be continued on both sides of Bank, south of the transitway, with a portion on the street, with a concrete barrier for protection. 
  • North of the transitway, crews only did the first asphalt lift, that will have to be completed next construction season. 
  • Sidewalks and cycletracks on that portion will also be completed then. 
  • There is still work to be done around Riverside Drive, but there are currently complications with potential land use in the area. Staff are discussing this with the NCC. 
  • This could push that work to 2026, which would also delay improvements to the Billings Bridge. 
  • Ohio Street is now open. 
  • Bicycling detour has been removed, as the signs could not be maintained during winter. 
  • Staff are concerned about cut-through traffic, and will be monitoring through the winter 

Greenfield Main Hawthorne 

  • All residences should be hooked back up to the city watermain 
  • Lawn and landscaping re-instatements will occur in 2025 
  • Winter shutdown of project expected as of end of the month, possibly before. 
  • All roads will be covered with either permanent or temporary ashpalt, to allow for plowing and salting 
  • Sidewalks will be re-instated, either with permanent concrete or temporary asphalt 
    • Some new sidewalks will have to remain closed for a few weeks to allow curing before any winter maintenance can happen 
  • If asphalt has been removed from driveways either permanent or temporary asphalt will be installed 
  • Over winter, two-way traffic will be restored on Main from Col By to Greenfield, and on Greenfield from Main to King Edward Avenue 
    • Likely one-way traffic will resume in the spring when work starts again 
  • Next year, construction will move to Concord between Montcalm and Havelock. 
  • Main and Greenfield will be treated together 
  • A lot of work expected at the Harvey-Main intersection, including sanitary and storm water sewers, and utilities. Traffic impacts will be heavy. 
  • Hydro conduits to all residents on Hawthorne have been installed 
    • City expects hydro will start work on Hawthorne in the coming weeks. 
    • House service connections with power disruptions are not likely until January 
    • Hydro will be contacting affected residents directly. 
  • The city is finishing up its work on Hawthorne, but Hyrdo work will continue, as will private construction. It is uncertain when parking will return to the south side of Hawthorne, as Hydro Ottawa and the developer may seek encroachment permits. 

Works completed / Scheduled for completion in 2024: 

  • Greenfield Avenue: Old Greenfield Avenue to King Edward Avenue  
    • Electrical duct relocation under the Nicholas Street Bridge along with the construction of a new retaining wall, and sloped pavers on the west side of Greenfield Avenue.  
    • Completion of sidewalks and cycle tracks, along with streetlight installation.  
    • Top lift asphalt completed. 
  • Old Greenfield Avenue 
    • Concrete curbs and sidewalks along with hard landscaping of adjacent properties.  
    • Soft landscaping started.  
  • Greenfield Avenue: Old Greenfield Avenue to Concord Street North & Concord Street North – Echo Drive to Greenfield Avenue 
    • Installation of underground watermain, sanitary sewers, storm sewers, traffic signal and streetlighting bases and conduits.  
    • Reinstatement of concrete curb, sidewalk and hard landscaping features. Relocation of overhead hydro and communications lines at the Greenfield and Concord intersection to support installation of the Intersection Pedestrian Signal (IPS).  
    • Installation of the IPS is subject to scheduling by the Traffic Signals group. 
  • Greenfield Avenue: Main Street to Concord Street North 
    • New sanitary sewers, storm sewers, watermains, and traffic / streetlighting conduits.  
    • Started hydro and communications maintenance hole and duct installation in support of overhead hydro burial between Main Street and Havelock Street. 
  • Main Street: Hawthorne Avenue to Echo Drive 
    • Sanitary sewer and watermain installation.  
    • Deep storm sewer maintenance hole installation. 
  • Hawthorne Avenue: Colonel By Drive to Main Street 
    • New hydro ducts, maintenance holes, transformer and switchgear bases ready for underground wiring.  
    • New utility maintenance holes, ducts and poles ready for underground wiring. New traffic signals and streetlighting ducts and bases ready for pole installation and wiring.  
    • New curbs, sidewalks and hard landscaping reinstatement.  
  • Echo Drive: Immaculata High School to Graham Avenue 
    • Top lift paving of roadway and landscaping reinstatement completed. Completion of multi-use pathway in this section of roadway. 
  • Echo Drive / Colonel By Drive – Graham Avenue to Hawthorne Avenue 
    • Reinstatement of concrete sidewalks at Hawthorne Avenue and multi-use pathway installation completed.  
    • Installation of concrete sidewalks on Pretoria bridge side of Colonel By Drive and top lift asphalt in the intersection deferred to 2025.  

Grove and Grosvenor 

  • Streets being opened for use in coming weeks 
  • Route 7 returning to Grove as early as Dec 15, depending on OC Transpo. 
  • Outstanding work to complete in 2025 includes: 
    • Outstanding landscaping works to ensure favourable conditions for vegetation and placement of any hardscape features.  
    • Correction of any construction-related deficiencies that arise over the winter months. 

Monk-Oakland-Wilton-Woodlawn 

Traffic management updates: 

  • Pedestrians access – open  
  • Queen Elizabeth Place  – Open to pedestrian and vehicular traffic.  
  • Monk Street – Open pedestrian and vehicular traffic   
  • Wilton – Open to pedestrian and vehicular traffic.  
  • Oakland – Open to pedestrian and vehicular traffic.  
  • Woodlawn – Closed. Open to pedestrian and local traffic only. 

Parking: 

  • On-street parking is restricted on Wilton Crescent, Oakland Ave and Woodlawn Ave  
    • Residents living in the area who park on the street have been informed and provided temporary on-street parking permits  
    • No parking to remain until landscaping is complete; no parking signs will be removed in the coming weeks 

 Current Work Completed on Site: 

  • Continued driveway reinstatement throughout work zone   
  • Continued hard landscaping reinstatement - retaining walls and interlock paver walkways 
  • Continued site clean up  
  • Streets are cleaned with sweeper truck on Friday 

Short Term Outlook: 

  • Complete driveway reinstatements 
  • Complete railing installation at Glebe Centre  
  • Set up temporary signage to convert Woodlawn to one-way.  
    • City will install permanent signage at a later date once field locates are complete 
  • Complete removal of extra material from site  
  • Continue site clean up 

Glebe Avenue (Bank to O’Connor) 

  • Street, sidewalk and new cycletrack are open. 
  • In 2025, final asphalt and sidewalk treatments will be complicated, along with outstanding landscaping work. 

New Construction in Ward from Budget 2025 

The following projects within Capital Ward will receive funding as part of the 2025 budget: 

  • $6.8M for a new community centre in Old Ottawa East 
  • $1.9M for a new park at Greystone Village Forecourt 
  • $1.9M for Heron Park Fieldhouse replacement and expansion 
  • $1.5M towards a new indoor major aquatic facility 
  • $1.4M for stormwater collection design on Chamberlain Ave 
  • $1.3M for Hurdman Bridge Water Pumping Station 
  • $462K for exterior repairs at Glebe Community Centre 
  • $250K to renew the Percy St cycle track 
  • $237K for a new park on Carling Ave 
  • $87.5K for road safety measures 
  • $27K for an accessible washroom at the Glebe Community Centre 
  • $25K Centennial Blvd - Streetlight Rehabilitation  
  • Old Railway Rideau River Pedestrian Bridge (budget bundled with city-wide bridge projects) 
  • Over $28M for integrated road sewer watermain construction  
    • $1.25M Bronson Ave Renewal (First to Rideau Canal): The funding request is comprised of: Roads - $275K, Water - $516K, Sanitary Sewers - $182K and Development Charges - $27K.  
    • $1.14M Chamberlain & Isabella Renewal: The funding request is comprised of: Roads - $356K, Water - $493K, Sanitary Sewers - $566K and Development Charges - $85K.  
    • $525K Pretoria Ave (Metcalfe-Bank) Renewal: The funding request is comprised of: Roads - $170K and Sanitary Sewers - $355K.  
    • $7.296M Ella St - Ralph St Renewal: The funding request is comprised of: Roads - $1,163K, Water - $3,675K and Sanitary Sewers - $2,458K.  
    • $10.5M Clarey – Regent – Morris – Monk – Melgund – Thornton Renewal: The project includes $73K in funding for Public Art. The project includes $105K in funding for Public Art. The funding request is comprised of: Roads - $1,657K, Water - $4,295K, Sanitary Sewers - $2,274K and Storm Sewers - $2,274K.  
    • $1.5M Cameron Ave - Seneca St Renewal: The funding request is comprised of: Roads - $256K, Water - $613K, Sanitary Sewers - $334K and Storm Sewers - $297K.
